Rama asked Bharata with great affection why he came to the forest instead of attending to his duties in the kingdom and also neglecting their old father. He asked him if their father was in good health and if guru Vashishtha was well honored. Then he asked about the welfare of the queens. Then Rama enquired about Suyajnya, whether he was carrying out all the religious rites, and then about Sudhanva their teacher of archery and Sastras. He inquired about the functioning of the state. Then Rama gave him some advice regarding ruling the country. He discussed various aspects of governing and how to choose one’s ministers who should be very learned. It is very interesting to mention a few points here. Rama told Bharata “Consult others but also use your own discretion. Keep the decisions confidential. Do not delay actions that would bring good to people. Tell other kings only the things that you have fully analyzed and finalized. Do not give punishment more than necessary. Do not overtax people. Do you honor properly the chiefs of the army who bring victory? Is the commander in chief of the army from a good family and is he devoted to the king? Do not delay paying the salaries to the workers”. Rama also asked Bharata to take good care of she elephants and have a sufficient number of them. He advised him to look after agriculture and keep the land fertile. He asked Bharata if he made himself freely accessible to his subjects.

Rama covered a wide variety of topics. It is indeed amazing
that Valmiki has dealt with such a wide variety of topics related to
administration and the duties of the king, the ministers and qualifications
of the ministers, advisors, soldiers, and so on. There are 76 verses dealing
with these aspects.
Bharata after listening patiently said that Raja Dharma for him was not any more significant because he had gone astray from all Dharmas by being the cause of Rama’s banishment. He requested Rama who was the eldest son of Dasharatha to return to Ayodhya according to the traditional custom of Ikshvakus and accept the crown. He said with great sorrow that when he was away in Kekaya country Rama was ordered to go to the forest and being unable to bear this Dasharatha also departed from this world.

When Rama heard this he fell
unconscious. Bharata consoled Rama and asked him to offer the last rites to
their father. He said that Rama being his favorite son their father’s
soul would be pleased only by Rama’s offering of last rites. Rama was like a
tree in full bloom which had been axed down to the floor. He was inconsolable.
Finally, Rama helped by Sumantra went to the river Mandakini and offered the
waters to the departed soul. He offered also as pinda just the cake made out of the bark of the Inguna tree. Rama said that one offers to God what one lives on and so
he asked his father to accept the pinda and water on which they too were
living. He told Bharata and Shatrughna that they were indeed fortunate to have
performed the last rites of their father. Rama said that he had no mind to
return to Ayodhya at all where his dear father would no longer be there to
guide him. Then they all returned to the ashram and broke into tears. They all
wept so loudly that it reverberated in the whole forest and Bharata’s army and
others could hear it. Valmiki compares this sound which echoed in the mountain
and the caves to that coming from the percussion instrument Mridanga. Then they
knew that the brothers had surely met.
They were eager to see Rama and all came to the Ashram. The
people shed tears when they saw Rama sitting on the floor and offered him their
respects. Rama consoled them and spoke affectionately to them.

Vashishtha, eager to meet Rama also started along with the
queens of Dasharatha. They passed beside the river Mandakini and queens saw the
offerings on the bank of the river which Rama had made to his father. They
realised that Rama had been informed of his father’s death. Kausalya broke down
to see the type of food (the cake from the Inguna tree) her son had offered to his
father the great emperor and she concluded that what her son too was eating.
She lamented and said to other queens “Look at this offering which Rama has
offered to the King who had enjoyed a life fit for the Devas. I feel that this
is not a suitable offering for the king. How can my husband who was equal to
Indra eat this cake? If a great person like Rama had to offer such food to his
departed father then what could be more saddening than this in this world? I
wonder why my heart has not exploded already”.
The queens, at last, saw Rama and they all broke down and wept loudly to see Rama as a hermit. First
Rama offered his respects to them and Lakshmana and Sita followed in offering
their respects. Kausalya was in great grief to see king Janaka’s daughter Sita
suffering in the forest.

Rama then prostrated at the feet of Vashishtha and sat
beside him. Sita and Lakshmana were also prostrated before Vashishtha. Rama also met
with all the ministers. Every one was eagerly looking at Bharata to hear what he
was going to say.
